I attach great importance for the sake of the

customs administrative to the early grant of the Washington surtaxes which can perfectly well be treated independently of the larger issues raised in our manoran- dun and which has, in fact, been the specific object of

our policy, certainly since May last. You should con- tinue to press this proposal on your colleagues as an Ammediate measure. Their response will be one of the factors which I shall take into account in deciding how long I can defer general publication.
